This Final Initial Study has been completed for the project because the project is subject to review under the California Environmental Quality Act (CEQA) and was determined not to be exempt from the requirement for the preparation of an environmental document. The information, analysis and conclusions contained in this Initial Study are the basis for deciding whether a Negative Declaration (ND) is to be prepared or if preparation of an Environmental Impact Report (EIR) is required to further analyze impacts. Additionally, if preparation of an EIR is required, the Initial Study is used to focus the EIR on the effects determined to be potentially significant.
Document Availability: The Final Mitigated Negative Declaration is available for review at the Planning Division, 630 Garden Street between 8:30 a.m. to noon and 1:00 p.m. to 4:30 p.m., and at the Public Library at 40 E. Anapamu Street during hours of operation. To review online please refer to links below.
Environmental Document - Public Comment Period: The City of Santa Barbara encourages the public to provide written comment on this and other projects. The public review period for the environmental document began on Friday, November 3, 2006 and ended on Monday, December 5, 2006, at 4:30 p.m.
Environmental Hearing: A hearing to take public comments on the Draft Mitigated Negative Declaration was held before the Planning Commission on November 16, 2006, at 1:00 p.m.* in the Council Chambers at City Hall.
Final Environmental Document and Planning Commission Hearing: Following the end of the Draft Mitigated Negative Declaration public review period, a Final Mitigated Negative Declaration including responses to comments was prepared, and a subsequent public hearing will be held at the Planning Commission on Thursday, December 21, 2006 to consider actions to approve the project. The Planning Commission will also consider approval of the Final Mitigated Negative Declaration prepared for the project pursuant to the California Environmental Quality Act Guidelines Section 15074 at that hearing.
